When the M&E system focuses on bean counting the learning piece gets lost and people tend to focus on performance based on numbers. There is need to have the learning questions determined at the conceptual stage of the project/ program. In some cases you find that what people consider as KM is the number of knowledge products that will be developed and that is not comprehensive enough to incorporate the learning agenda.
