Thanks for the such good topic for a discussion. Sadly you are correct on raising these issues .
Many times I have seen evaluation reports that are bulky, with too many things to read and also a big gap between findings versus recommendations.

Writing too many pages will make the reader bored, reading some things they knew about or looking to get to the point.

My recommendation is keep it simple.

1. make an executive page less than 4 pages (writing on both sides), highlighted on findings and conclusion and recommendations based on findings.

2. make a summary less than 10 pages , more tables, diagrams and findings on bullet  points

3. full report should take 50 pages.
