I agree, in my experience good monitoring and follow-up data provide a floor for a good evaluation. They complement each other, monitoring allows to be clear about the evolution of the implementation and the adjustments, if any, in the implementation and with an evaluation, besides endorsing the measurements and monitoring data, it is possible to give them meaning and explanation, timely information for decision-makers.

In Mexico, both are used, and different use is made of each. Monitoring data allows for the design of subsequent actions and policies. With evaluation, the design is adjusted and monitoring can also be improved, since as an evaluator, I try to provide recommendations to improve monitoring.
