The questions asked are very relevant. For my part, I have found that decisions are based more on the raw data of the monitoring without analysing the why of this or that situation. This leads us to an eternal restart.

Added value of evaluation: Really looking at the evaluation before making a decision will allow you to decide with knowledge of the causes and understanding of the ins and outs.

In our developing countries, public administrations generally do almost no evaluation after an intervention. Investments financed from the national budget are not evaluated, they are renewed without really analysing whether they produce the desired effects or not. It is imperative to establish a culture of results in our public administrations. This will necessarily lead everyone to evaluate their practices and take corrective measures whenever necessary.
