This document serves as guidance on how the FAO Office of Evaluation can assess the processes and outcomes of FAO capacity development interventions. 

Although primarily targeting evaluation practitioners in FAO, the framework can be used by anyone engaged in project design, implementation and evaluation of capacity development initiatives.
