Sep 19, 2021I agree with John and Silva's earlier comments. Evaluators responsibility is to give recommendations not solutions. But recommendations will help "solutions". What is missing in evaluation practice is: a. Most recommendations are unrealistic and not achievable. b. Time is up that evaluators should cultivate a vision for the future. c. Findings and recommendations should be program (holistically) wise.d. Evaluators should design their own evaluation indicators and this should be included in TORs. Back to the discussion
