1. The Perception of the recipients and governments of the expected benefits from the evaluation results may compromise the evidence where by if they perceive it may tent the image they down play the evidence if it is for rally support or resources they may over blow

2. The capacity of the data collectors may also affect the Neutrality-impartiality-independence of evidence especially in qualitative data collection involving probing where the data collector is lacking.
