Mr. Haroon is a professional Development, Monitoring and Evaluation expert. He has 10 years of experience in the field of monitoring, evaluation and development in Afghanistan. He has extensive experience in private sector development, government and the civil society with various donors; USAID, DFID/UKAID, CIDA, German Cooperation’s and the World Bank.
He is currently the Monitoring and Evaluation Director for the Kabul Carpet Export Center, USAID funded project in Afghanistan. Previously, he worked with GIZ Afghanistan as Head of Monitoring and Evaluation Unit, as Monitoring and Evaluation Director with USAID/Chemonics, as Results-based Management Advisor with GIZ/IDEA, as Monitoring and Evaluation Manager with Harakat-AICP, as Research, Monitoring and Evaluation Manager with International Rescue Committee (IRC) and as Data Management Officer with Coordination of Afghan Relief (CoAR).
Very recently he developed Monitoring and Evaluation tools for the Policy Coordination Unit of the Afghan President and developed the Monitoring and Evaluation system for the Afghan Ministry of Energy and Water (MEW). Part of the team he has contributed in the Monitoring and Evaluation assessment of Afghan Ministry of Finance (MoF). He has been the team member for various projects/program evaluations, researches and consultancies.
Mr. Haroon is the founding Board Member of Afghan Evaluation Society (AfES), and also the member of EvalYouth network under the EvalPartner’s global initiative. He is also the member of European Evaluation Society (EES) and Canadian Evaluation Society (CES).
Mr. Haroon is currently doing his Masters in Business Administration (MBA) in Kardan University and has a bachelor’s degree in Psychology and Educational Management from Kabul University.
