Agricultural and Applied Economist (Msc, PGD, Bsc) highly skilled and experienced in program development, monitoring and evaluation and food security analysis. He has more than 10 years of practical experience in vulnerability and food security analyses, disaster risk management, early warning and use of remotely generated weather derivatives for risk insurance and transfer and use of food security classification tools such as Integrated Food Security Phase Classification and IPC Acute Malnutrition Classification having been part of the IPC Technical Working Groups for several years. He is currently the Acting Head of ARC’s Technical Support Division where he leads and supervises a multi-skilled team of eight risk and vulnerability analysts who undertake in-country capacity development in disaster risk modelling and vulnerability analyses.

Previously, Mr. Onzima spent close to 10 years at FAO in Uganda working in the Monitoring and Evaluation Unit that performed a dual role of Monitoring FAO’s in-country program and leading FAO’s work on food security and vulnerability analysis. This role also involved coordinating with other organisations under the auspices of the food security cluster.

He has strong theoretical and practical experience from development and implementation of mixed-methods approaches and tools for outcome/impact measurement, data collection and statistical analysis. This includes design, planning and analysis of quantitative surveys and qualitative data, which has formed an integrated part of most of his work, including gender disaggregated data collection and analysis.

He has broad knowledge of the socio-economic and geo-political context of the developing world and, has worked effectively in multi-cultural environments, supervising and collaborating with a wide range of staff, program teams, partners and government departments over the years. He has also contributed to the formulation of development frameworks such as UNDAF and Country Programming Frameworks in multi-disciplinary teams. He was actively engaged in the development and implementation of emergency agricultural and livelihood programmes in the previously war ravaged northern Uganda, the South Sudan refugee crisis in Uganda and building resilience in the chronically food insecure Karamoja region of Uganda.
