The answer of this question will depend on the circumstances and what the requester wants; if the evaluator is involved in research for instance, my answer is yes, making  recommendations here shows the effectiveness of your results and the way forward. If you deal with policy makers , recommendations in communicating your results are ways to translate them into actionable policies. Recommendations also allow to clarify your results.
