Filbert is a Ugandan who has proven expertise for over 5 years nationally in the field Program, Project Monitoring and Evaluation and Project management. He is currently the Senior MEAL Officer – SUPREME at ZOA Uganda, West Nile Programme, Arua. In the past years, he has provided solid evidence in result-based programming, monitoring and evaluation, project implementation and leadership for both emergency and development programs to ZOA Uganda Mission and Oxfam GB. While with ZOA under EUTF and SUPREME consortium management Uganda, he exhibited proven experience in Climate Smart Agricultural interventions, land rights, food security and livelihoods with mix of cash transfer, program design, implementation, project monitoring, evaluation, reporting, project quality assurance and relationship management skills with a variety of stakeholders such as government officials, partners and community members, donors, business leaders and senior academics.

Filbert has facilitated past and present organization to have standard operational MEAL systems in program management. For example, he has supported program teams in West Nile to have standard MEAL tools for monitoring and tracking activity implementation, management information dashboards, monthly and annual reporting on projects, Designs of MEAL plans, log frames, theory of change, capacity building and risk management plans that positions an organization to function effectively, this expertise could benefit your immediate programs. He has sound expertise in conducting evaluations, research ,tracer studies and evaluation reports writing for organization decision making and learning with strong technical expertise in Program and project management, Monitoring and Evaluation, Youth economic empowerment ,Skills development, Climate Smart Agricultural interventions, land rights, livelihoods, private sector engagements, Disability inclusion in emergency, Gender Mainstreaming and DRR Programming in Uganda, projects funded by UNHCR, EUTF, ICCO and ECHO. My long-term engagements with various international organizations and academic exposure have built my capabilities to undertake project management and monitoring and evaluation roles including:

Monitoring, Evaluation, Documentation and Advocacy:
I am acquainted with regular and participatory approaches of project/programme monitoring often done against defined program goal, outcomes, and outputs. I understand the need and use of organizational frameworks including strategic plans and targets, project indicators. Conversant with advocacy as one of the vital tools for influencing decision and actions for smallholder farmers, local leaders, and private sector actors. I understand and appreciate the need for advocacy dimensions including cycle and processes to ensure effective engagements with stakeholders in the strive to influence policies, decisions, actions, and service delivery. In recognition of these, I can provide technical support to workmates in the implementation process and enhancement of project performance as well influence for the welfare of the disadvantaged persons.

Consortium and Partnership Management
Attributing to my earlier role of supporting partners and consortium in partnership management, I gained proficiency in building capacity, managing grants, strengthening gender, improving programming, enhancing partners reporting and ensuring relations building with stakeholders. I actively supported partners’ capacity needs assessment, training, and advocacy to influence stakeholders’ decisions and response for social needs. Supported partners’ proposal development, partners’ linkages and networking with other organizations, context analysis and identification of programming needs.

Financial Planning and Budgeting
Guided by good training in financial management, I appreciate the use of financial planning, budget monitoring and funds forecast in the course of operation. Along this, I provided leadership and guidance in the planning process for over my 5 years implementing and coordinating projects in the field of monitoring and evaluation. I greatly recognize environment scanning for funding opportunities and appreciate effective budgetary control as a pre-requisite to financial management.

Risk management
During the tenure of coordinating and implementing projects, I have undertaken; risk planning, risk analysis, supported development of risk policies embedded with conditions for risk treatment, and encouraged documentation, monitoring, and evaluation of risks in the projects as conditions for project success and learning. This provided optimum safeguards and guaranteed success of implemented projects.
