    • Dear colleagues
      The availability of resources for the functionality of monitoring and evaluation systems must be examined at two levels: firstly at the level of human resources and secondly at the level of financial resources.
      At the level of human resources, projects and programmes should already begin to integrate the transfer of monitoring and evaluation skills to beneficiaries to ensure the continuity of the exercise at the end of the project.
      As far as financial resources are concerned, as a colleague said in the discussion, this problem has been solved in most donor frameworks. But it should also be stressed that beyond implementation, monitoring and evaluation of the impact of projects and programmes is also of great importance, and very often we note the lack of financial resources to do this at the end of programmes. 
      So we also need to start thinking about how this issue should be taken into account in the design of projects or programmes for better sustainability.
