Harvey John Garcia has more than 10 years of experience in agricultural and biodiversity research, project implementation and monitoring and evaluation. He is currently serving as an Evaluation Officer in OED, where he conducts thematic, programme and project evaluations. Before joining OED, he served as the Lead M&E, Quality Programming and Accountability to Affected Populations Officer in the FAO’s Typhoon Haiyan L3 response. Previously, he worked as an Assistant Scientist for the International Rice Research Institute in The Philippines and as a Technical Officer for UNIDO in Kenya where he co-implemented a five-year, nine-country project in sub-Saharan Africa. He has authored several scientific and development peer-reviewed journal articles in the field of biodiversity research and development. He holds a master’s degree in natural resource management from the University of the Philippines, certificates from the Smithsonian Tropical Research Institute and international leadership certificates from three US-based non-profits.
